Creating Queensland’s future:
Developing a 10-Year Roadmap for the arts, cultural and creative sector

Queensland’s arts, cultural and creative sector is a vital force in Queensland’s social and economic life, delivering vibrant and accessible experiences, and creating a national and international profile for our local talent and product.

Queensland is witnessing a period of rapid change fuelled by changing demographics, evolving consumer tastes and expectations, social trends and digital transformation. It is important to ensure the sector can respond proactively to the opportunities and challenges it is likely to experience in the future.

During an eight week consultation period from 23 October to 18 December 2018, the discussion paper Creating Queensland’s Future: 10-Year Roadmap for the arts, cultural and creative sector consultation invited the public and communities across the state, industry, business and all levels of government to share insights on how best to take advantage of these opportunities, meet our challenges and inform the future direction for the sector in Queensland.

The consultation encouraged Queenslanders to have a say on how the sector can support Queensland priorities and what the opportunities are to expand current practice and initiatives by completing the online survey here.

 

What was the consultation about?

Consultation for the discussion paper Creating Queensland’s Future: 10-Year Roadmap for the arts, cultural and creative sector was conducted from 23 October 2018 to April 2019, offering an opportunity to contribute towards the future direction of the sector and positioning the sector as a key driver in supporting Queensland’s future.

A draft vision and potential objectives were proposed to help stimulate discussion on how the government, sector, industry and the community can help shape the sector. These, together with the Discussion Paper, can be found below.

 

The way forward

This consultation process is the first step towards developing a whole-of-government strategic approach to position Queensland’s sector as a key driver in securing Queensland’s creative future over the next 10 years.

Our proposed 10-year vision is that:

Queensland’s unique and innovative arts, cultural and creative sector is a key driver in strengthening the State’s local and visitor economy, supporting employment and enriching the lives of Queenslanders and their communities.

To support this vision the Queensland Government, through strategic investment, strong partnerships, and the sharing of data and learnings, will work to:

Build the creative capability of Queensland’s workforce

  • foster creativity as a skill of the future
  • cultivate diversity within the sector’s workforce
  • create pathways for young people, emerging practitioners and creative workers
  • build sector knowledge and experience through professional development
  • enable and promote strong governance and leadership 

 

Enrich the lives of Queenslanders through arts and culture

  • engage people of all abilities and ages in creative experiences
  • engage young people in creative leadership, learning and experiences
  • enhance creative spaces and cultural infrastructure
  • position Queensland as an arts and cultural destination

 

Empower Queensland’s arts, cultural and creative sector to drive innovation and economic growth

  • develop Queensland stories, cultural products and experiences
  • support the convergence of arts and culture with other industries and sectors
  • build entrepreneurial capacity, sustainability and resilience
  • encourage the adoption of digital technologies and solutions
  • enable collaboration that drives new ideas and growth
  • collaborate with local, regional and state tourism organisations to grow and promote quality cultural products, events and experiences

 

Outcomes of the consultation

Feedback collected through the consultation will be used to inform the development of a 10-Year Roadmap and action plan for the arts, cultural and creative sector which will be released publically in 2019.

 

 

 

Why the arts, cultural and creative sector is important 

Queensland’s arts, cultural and creative sector supports employment opportunities and contributes to economic and social policy outcomes, including revitalised communities and solutions to individual, social or community concerns.

Key facts:

  • Creativity is considered one of the priority skills needed for future employment
  • In Australia it is estimated that the sector contributes $86 billion annually to the national economy – more than the transport industry.
  • Over 600,000 people work in Australia’s creative workforce with over 80,000 located in Queensland.
  • Engagement with arts, culture and creativity delivers benefits in a wide range of areas including health and wellbeing, positive ageing, youth justice, domestic violence and community recovery.
  • Engagement in First Nations arts supports economic empowerment, cultural maintenance and community connectedness among First Nations Peoples
  • Arts provide opportunities for individuals and groups to generate civic pride and support communities to form strongest and distinct shared identities
  • Arts in education can help deliver broader curriculum objectives and has been linked to enhanced academic achievement, creative problem solving, critical thinking and verbal skill.

 

 

The discussion paper

The Creating Queensland’s Future: 10-Year Roadmap for the arts, cultural and creative sector discussion paper proposes a vision, key priorities and topline actions to stimulate discussion and gather feedback on the direction of the sector and its role in creating Queensland’s future.

Queensland Government support

The Queensland Government is a significant investor in the arts, cultural and creative sector.

It is estimated the Queensland Government funded $367.1 million in culture expenditure during 2016-17 through investment programs, initiatives and partnerships, capital funding investment, funding to support significant events and exhibitions, support for export ready products, and support for programs in education and hospitals.

Public forums

 

Indigenous consultation public forums

Arts Queensland is seeking to engage Aboriginal and Torres Strait Islander peoples as part of the Queensland Government’s consultation on the development of a 10-year Roadmap for the arts, culture and creative sector.

This consultation will explore further opportunities to celebrate Queensland’s Aboriginal and Torres Strait Islander cultures, develop Indigenous artists and arts workers, and also create and share more First Nations stories.

The first stage of consultation was completed in December 2018 and was supported by the Creating Queensland’s Future: 10-Year Roadmap for the arts, cultural and creative sector discussion paper.

This consultation will inform action planning as part of the final 10-year Roadmap which is expected to be released later this year.

National Indigenous Arts and Cultural Authority
For decades, the idea of a National Indigenous Arts and Cultural Authority (NIACA) has emerged and re-emerged in recognition of the unique place of Aboriginal and Torres Strait Islander arts as the world’s premier continuous cultural tradition, and the ongoing responsibilities and obligations for Aboriginal and Torres Strait Islander people to maintain, control, protect and nurture this inheritance and its myriad contemporary creative expressions
